Safety Committee Revises Emergency Response

Robert Morris University Safety Committee recently approved five incident specific plans as part of the Emergency Response Plan.
The five plans target a specific emergency event and then breaks down the actions to address the incident and staff members responsibile for carrying out the actions. Staff members received a copy of the five plans, which focus on power failure, extreme weather conditions, information systems failure, bomb threat and fire. The staff members were encouraged to review, use and implement the plans within their departments. The plan was updated in October 2007.
"RMU's Emergency Response Plan was written as a guide of the procedures and structure for dealing with emergency situations/incidents," Tim Kirsch, director of Environmental Health and Safety, said. "We utilize an Incident Command Structure when dealing with such incidents."
"There are many worries such as how will the university recover if classes are canceled and about the safety and security of everyone on campus," Police Cheif Mink stated.
The first plan, Power Failure, has been defined within the plan definition as "a loss of power that affects a building or significant amount of the campus and the duration of the outage, area affected, and/or other related conditions interferes with the University's ability to carry out its normal operations."
In the plan, when a power failure occurs, Dan Kiener, senior vice president for Business Affairs, will consult senior RMU administrators and Perry Roofner, chief facilities officer for Facilities Planning, to determine which conditions impacted by a Power Outage will result in action and what this action should be. The decision can impact the Moon Township community, RMU's Pittsburgh building, the Island Sports Center or the Regional Learning Alliance. Any information regarding class and office closures must address the campus programs affected by closures.
In the event of a power outage, specific actions must be taken. First, a Power Outage must be reported to the Operations Center at 412.397.4343. Here they will gather details about the person making the phone call, the affected area, and will make an assessment of the problem such as what happened, what is not working and what area seems to be affected. Next, the Operations Center will notify the facilities management manager or the supervisor on duty. The situation will be assessed, and problems will be corrected to restore power if able.
